Climate Change Commission Pushes Integrated Flood Control and Climate Action for a Livable Metro Manila by 2050

Kapihan sa Manila Hotel, CCC Commissioner Albert P. Dela Cruz Sr., National Climate Change Commission Ambassador Mache Torres-Ackerman, and Socorro Alicia “Cory” Quirino, National Director of Miss Environment Philippines 2025, stressed that climate resilience requires bold policies and grassroots participation.

Commissioner Dela Cruz explained that flood control projects can no longer be pursued in isolation, but must be integrated into comprehensive climate strategies. These include investments in green infrastructure, sustainable urban planning, and stronger disaster risk reduction programs.

He stressed the urgency of effective action now to keep Metro Manila livable for the coming generations. “Climate change is no longer a distant threat. We need bold policies and consistent implementation to protect our people and our cities,” he said.

Ambassador Torres-Ackerman echoed the need for inclusive solutions, pointing out that effective climate action demands cooperation beyond government institutions.

“We need a whole-of-society approach if we want to secure a safer future,” she said as she stressed that climate resilience is everyone’s responsibility—from communities and businesses to civil society and international partners.

For her part, Ms. Quirino highlighted the power of awareness and education in mobilizing the youth. Through cultural platforms and beauty pageants, she said, the significance of environmental responsibility can reach broader audiences.

“Empowering young Filipinos to become advocates for the planet ensures that the message of sustainability reaches every household,” she explained.

The forum concluded with a collective call to action: Metro Manila’s future depends on the choices made today. By working together—government, business, civil society, and citizens—the Philippines can move beyond short-term fixes and build a climate-ready capital where future generations can live, work, and thrive.
